Transparency International Mongolia is the official accredited national chapter of the global anti-corruption movement, Transparency International, with chapters in over 100 countries. We work collaboratively with government, the private sector, and civil society to raise awareness of corruption and to develop and implement effective anti-corruption measures.
Transparency International Mongolia (TI-Mongolia) will implement the “Land Allocation Transparency” sub-project starting in 2026 under the TI IPP STRONGG programme. The project aims to reduce corruption risks in land allocation, management, and governance in Mongolia.
OBJECTIVE
The objective of this consultancy is to identify and assess corruption risks in land allocation, management, and governance in Mongolia, and to develop evidence-based policy recommendations under the above-mentioned sub-project.
KEY RESPONSIBILITIES

Review and analyze relevant laws and regulations in accordance with the methodology and guidance provided by TI Mongolia;

Conduct desk research on relevant national and international documents within the scope of the project;

Carry out corruption risk assessments using TI Mongolia’s methodologies and tools;

Develop a research report and policy recommendations in line with TI Mongolia’s guidance, structure, and supervision;

Organize and participate in one-on-one meetings and roundtable discussions with relevant stakeholders and officials;

Present progress and results at relevant events in line with TI Mongolia’s direction;

Submit regular progress reports as required.
REQUIRED QUALIFICATIONS

Advanced university degree in a relevant field (law, land governance/administration, public policy, or related disciplines);

Minimum of 5 years of relevant professional experience in international NGOs, government institutions, research organisations, or similar;

Proven experience in qualitative and quantitative research methods; experience in producing research reports and policy recommendations is an asset;

Strong experience working with civil society, particularly advocacy-oriented NGOs and their stakeholders;

Experience working with government institutions is an advantage;

Excellent written and verbal communication skills in English;

Ability to work under tight deadlines while maintaining high-quality outputs;

Commitment to the values and principles of Transparency International Mongolia.
