POLITICAL PARTIES’ OPERATIONAL AND FINANCIAL TRANSPARENCY TO BE STRENGTHENED THROUGH PARTNERSHIP

Ulaanbaatar, 19 January 2026 - The General Election Commission of Mongolia and Transparency International Mongolia sign a Memorandum of Understanding to strengthen political parties’ operational and financial transparency.

Transparency International Mongolia and the General Election Commission of Mongolia have signed a Memorandum of Understanding to cooperate on strengthening the operational and financial transparency of political parties, with the aim of preventing corruption.

The Memorandum of Understanding was signed on 19 January 2026 in Ulaanbaatar by Mr. Bat-Erdene D., Head of the Secretariat of the General Election Commission, and Mr. Munkhjargal E., Executive Director of Transparency International Mongolia.

The cooperation supports the implementation of the constitutional amendments of Mongolia and the Law on Political Parties, and seeks to contribute to the development of political parties as policy-oriented institutions. Within this framework, the parties will work together to assess and improve transparency and accountability based on objective data and international good practices.

Mr. Munkhjargal E., Executive Director of Transparency International Mongolia, highlighted that Transparency International applies comparative assessment standards across countries. He noted that, through close cooperation with the General Election Commission, an assessment methodology tailored to Mongolia’s legal and institutional context is being developed. He also emphasized that this methodology has the potential to become a good practice not only for Mongolia but also at the regional level.


Under the Memorandum of Understanding, the parties will cooperate to:

  • Develop a methodology for annual independent assessments and monitoring of political parties’ operational and financial transparency

  • Provide professional and methodological recommendations to the General Election Commission and political parties based on assessment results

  • Organize trainings and discussions to support the institutional development and capacity building of political parties

  • Increase public awareness and understanding of transparency and relevant legislation

  • Support the implementation of international commitments related to political finance transparency under the United Nations Convention against Corruption

All activities will be carried out in a spirit of partnership, with mutual respect for each institution’s mandate and responsibilities.

This cooperation marks the beginning of a long-term, joint effort to strengthen transparency and accountability within political parties, thereby reinforcing democracy and public trust in Mongolia.
