Prime Minister’s Decree on Strengthening Justice and Combating Corruption

A decree has been issued by the Prime Minister of Mongolia on measures to strengthen justice and to combat corruption and abuse of office.

This Decree instructs the acceleration of the implementation of the National Anti-Corruption Program, the strengthening of the justice system, the reduction of corruption and abuse of office, the improvement of the legal environment to prevent corruption and conflicts of interest, and the identification of factors contributing to the decline in Mongolia’s Corruption Perceptions Index score and ranking in recent years. It further instructs the implementation of recommendations from Transparency International, the removal of bureaucratic obstacles, the protection of investors’ rights, the creation of a favorable business environment, and the restoration of violated rights. To this end, a Working Group has been established and an action plan approved.


  • The IAAC and the Prosecutor General shall be requested to examine the issue of whether current and former senior officials have become unjustly enriched. Where necessary, proposals shall be prepared to initiate inquiries and investigations jointly with the police. This proposal shall be submitted to the Government by 20 August 2025 for consideration and decision.

  • Proposals shall be prepared to abolish all types of permits, registrations, approvals, certificates, opinions, rules, regulations, instructions, and administrative acts that are not explicitly required by the Law on Permits but which impose bureaucracy and burdens on businesses. These proposals shall be presented to the Cabinet for discussion and decision.

  • A draft package of laws aimed at eliminating the causes and conditions of corruption and abuse of office, and improving the legal framework for the prevention of corruption and conflicts of interest, shall be prepared and submitted to the Cabinet by 1 October 2025.

  • To improve indicators of transparency in state activities and citizens’ right to information, and to address factors affecting Mongolia’s CPI score and ranking, a draft law amending the Law on State and Official Secrets shall be prepared with a view to declassifying unnecessary official secrets. This shall be submitted to the Cabinet by 10 September 2025.

  • Government policies, decisions, and actions to strengthen the justice system shall be communicated truthfully, accessibly, and promptly to the public, in cooperation with media, the private sector, and civil society. Information required by law to be made public shall be posted openly on official websites, translated into English, and regularly updated.

  • In delivering information on Mongolia’s anti-corruption progress, achievements, and Government policies and measures to research institutions, scholars, experts, and investors whose work influences CPI scores and rankings, a “one-stop” principle shall be followed.

  • Cooperation shall be strengthened with agencies, researchers, and business chambers such as AmCham and EuroChamber Mongolia that prepare studies and information on democracy, human rights, governance, economy, and business. Domestic and international researchers, scholars, entrepreneurs, and civil society organizations participating in international conferences and forums shall be provided with information and engaged in cooperation.

  • Draft laws shall be prepared to strengthen the legal status of whistleblowers and to establish a national system for the protection of witnesses and victims, as repeatedly recommended by Transparency International. These shall be submitted to the Cabinet for discussion and decision by 20 October 2025.

  • Measures shall be taken to hold accountable civil servants in administrative bodies who have unlawfully pressured or harassed investors and entrepreneurs, engaged in unethical behavior, harmed rights and interests, or become involved in corruption and conflicts of interest.

  • Proposals shall be prepared to strengthen the legal framework for holding public officials accountable who commit corruption and abuse of office, become unjustly enriched, or embezzle public assets. These shall include stronger mechanisms for confiscating illegally acquired property. The proposals shall be submitted to the Cabinet by 15 September 2025.

  • Members of the Government, State Secretaries of ministries, heads of Government agencies, governors of provinces (aimags), the capital city, towns (soums), and districts, and all civil servants are instructed to uphold integrity, strengthen anti-corruption will and leadership, and ensure transparency at every level—free from corruption, abuse of office, and conflicts of interest.

  • The Minister of Justice and Home Affairs and Head of the Cabinet Secretariat, S. Byambatsogt, is instructed to present to the Cabinet every 14 days the progress and results of the Government’s efforts to improve Mongolia’s CPI score and ranking.

  • In preparation for the 11th Conference of States Parties to the UN Convention Against Corruption, to be held in Doha, Qatar, on 15–19 December 2025, the Government shall prepare to introduce a draft resolution on increasing transparency in the financing of election candidates, political parties, and election campaigns, and shall report regularly on progress and results.

  • Citizens, businesses, and organizations are called upon to support anti-corruption measures by strengthening oversight and accountability and to act as whistleblowers and voices for justice in the fight against corruption and conflicts of interest.
