Strengthening Inclusion: Survey on Participation and Access to Public Services for Persons with Visual Impairments

We are pleased to share the completion of a survey on the participation of persons with disabilities in local decision-making processes, as well as the accessibility, transparency, and quality of public services. The survey was implemented by Transparency International Mongolia in partnership with the Mongolian National Federation of the Blind, covering over 200 participants across 10 provinces.

This survey is particularly notable as one of the first in Mongolia to focus specifically on persons with visual impairments within this thematic area.


The findings highlight the current realities of participation, key barriers, and systemic gaps.

Key findings include:

• Limited access to information and participation opportunities

• Significant physical and institutional barriers

• Citizens’ voices are insufficiently reflected in public decision-making

• These challenges negatively affect transparency and accountability, and may increase corruption risks

At the same time, there is strong interest among participants to enhance their knowledge and capacity to engage, indicating clear opportunities for more inclusive and targeted policy interventions.

Beyond identifying challenges, this study aims to contribute to strengthening inclusive, transparent, and accountable governance.

Research in this area remains limited in Mongolia. Building on these findings, Transparency International Mongolia is currently conducting a nationwide survey in collaboration with the General Authority for the Development of Persons with Disabilities, covering approximately 1,500 participants.

The results will be shared soon with the public, policymakers, decision-makers, and development partners.

This study is implemented under the TI IPP STRONGG 2024-2028 programme, funded by the Government of Australia.
